Do I have any rights as a consumer? (further read question)?

I bought a used car a dealer and returned it the next day. The dealer told me that I could not return the car since I signed the “cooling off” waiver. however, i still did not want the car. the dealer contacted the finance Company whom he sells the contracts to and asked them to void the contract. I also contacted the Finance Company and the guy told me that my Loan was on hold anyways since they needed additional information from me. I told him to void it. The guy at the dealer said that he cannot return my down payment due to he needed to pay fees for the State and other. Do I have any rights as a consumer and dispute the down payment? i’m way out of luck probably but any answers would help.

    . Any time you write a check in the future, write on the front and back “100% refundable in the event of ___”. If the other party refuses to accept it, you are on notice that your money is nonrefundable. It is a reminder to you to do a little more homework…. or to be resigned to living with your mistake.
    You never did say what changed in 1 day with the car purchase.

    you have the right to have all your money back
    Start with contacting consumer affairs of your stae gov’t, Or if you can’t find that, Phone the Non Emergency line of your police dept, Tell your story, and ask which authority you should contact.
